1. T/S control may be found within Photoshop. So, do it in post.
2. I'll bet you can find a local high school, or art school, student with a drone and for $10 or $20...
3. Print a leaflet with this photo and your URL asking if anyone on the upper floor(s) would allow you to take a photo from their apartment? Put the leaflet(s) in the vestibule or mailbox area or as close to the apartment doors as possible. One of them will bite.
Can't comment on the tree obscura issue... you'll just have to figure that one out yourself.

My wife and I are heading out of town for a few days. When we return, I plan to tackle photographically-speaking the Vulcan Buildings. We shall see how it goes.
